For Symitar Credit Unions

We are reviewing user privileges and the question has come up does the IA department really need Power On privileges to generate reports. I've been using report writer/power on to generate reports for almost 12 years. The IT department has concerns with anyone outside of the IT department having the Power On privileges. My question is how do other CU's get necessary reports for auditing purposes? Any help will be wonderful.
