Keys Under Dual control

Hello,

I am new at this credit union, and in the process of doing my first branch audit and have some questions about keys kept under dual control. The branch has a master key box that is under dual control and has an access log with the dual control signatures entering the box. They also have a separate box of keys under dual control where the keys are stored in individual envelopes, sealed , with dual signatures. Those envelopes need to be opened under dual control and signed on the back side of the envelope with those dual signatures. The box is locked in a vault at night but during the day, the vault room is open with access to branch and main office staff. I am not really comfortable with the box of dual control key envelopes being so accessible to the staff and trying to recommend a better option for the branch.

 

I am wondering how other branches store their keys that are kept under dual control? Is it only one location or are there multiple areas?  If you could kindly share your experience with branch operations, I would greatly appreciate it.
