Core Processor User Password Changes

I wanted to take a poll to see how restrictive other credit unions are on allowing the ability to change/reset a user password within your core processor. Do you restrict the ability to change or reset a user's password to a certain department within your credit union such as the IT department or do you allow all managers the ability to change and reset passwords?
